A lot of Welsh people are bi-lingual. Some have Welsh as their first language (but also speak English), some have English (but also speak Welsh) and some have English only. Go back about 30 years and Welsh was a threatened language; in danger of dying out. Now, it is much stronger and many, many schools teach in Welsh! The further north one goes in Maine, the more bilingual signs one sees. NH used to have "Bienvenue au NH" underneath its "Welcome to NH" greeting signs.
